Executive Summary

The Systems and Software Consortium, Inc. (Consortium) was established in 1986 to allow collaboration on IT challenges facing the defense and aerospace industry. The Consortium is a non-profit organization focused on helping its members build software systems with greater quality and reliability. Within the Consortium, the State Information Technology Consortium (SITC) was established in 1998. SITC focuses on helping the Federal government and State governments collaborate to solve common management performance and technical challenges within Federal programs implemented at the State level.

SITC is a non-profit organization, with a national reputation for successful Federal/State collaboration. SITC’s expertise is in the following areas: 1) multi-jurisdictional collaboration and facilitation, 2) development of management and business process collaborative solutions, 3) process implementation and project management, and 4) training and related support. SITC is recognized for its expertise in bridging the management and operational objective of different levels of government.

SITC conducts training sessions for its Federal and State clients. SITC’s model is to use very senior experts to conduct interactive workshop sessions. Materials are prepared by SITC for each session, and distributed well in advance. Prior to the actual training, there are a number of preparation conferences to insure the materials can be readily adopted on actual programs. Training is conducted at SITC and customer sites, and using web broadcasting.

SITC develops the business practice guidance materials it provides customers. Most guidance is delivered in the form of guidebooks or CDs. When supporting a customer on strategic planning, SITC developed a set of “survival guides” to help States adopt new practices for major Federal programs. In most cases, this information is disseminated on the web.

Consulting Services

SITC consulting services involve the determination of how to best adopt new business practices, and implement change. Consulting support emphasizes modifying for government environments technologies and methodologies previously adopted by industry. SITC is distinguished for its expertise in tailoring proven business practices for government adoption. SITC's strategic planning enables organizations to make change with limited the fiscal impact. The consulting services also include feasibility studies focusing on: improving the accuracy of data; defining the business requirements associated with electronically exchanging data; methods of multi-department/agency coordination and collaboration, including comparison of business capabilities to improve defining roles and responsibilities. Consulting encompasses research on revisions to Federal regulations. It also includes measuring program accountability and program success. Evaluation of business or case guides to improve effectiveness and usability is another consulting area. Expertise within consulting services also relates to developing methodologies for conducting reviews of programs and developing recommendations regarding those programs. SITC's "Maximization of Resources Model" is being adopted by governments. Tailoring of this cost reduction model to programs has begun.

Facilitation Services

SITC is the leader in Federal/State facilitation to identify common business management solutions to better execute Federally funded, State administered human services and similar programs. For the last several years, SITC has facilitated 10-20 such widely attended meetings annually. SITC organizes the logistics, develops the agenda, makes travel arrangements, provides presentations on the newest technologies, records minutes and publishes reports. It provides all event management support, and prepares advance materials. SITC lead the first multi-program Federal/State event with more than 285 government attendees from a wide range of programs focused on sharing information. That program, 5 days in length, is an example of where the Federal government's major programs benefit from the wide-ranging SITC facilitation expertise. Facilitation by SITC is done on a nationwide basis, with sessions often around the country. Another major example of SITC's facilitation services involved supporting members of the legislative branch working with the executive branch. In each case, everything from travel arrangements, to meeting logistics, to actually leading the sessions was provided.

Survey Services

In collaboration with Federal and/or State governments, SITC conducts surveys to determine business processes that will need to change. SITC uses surveying to determine the extent of change needed and alternatives. Sampling of survey questions and piloting are often performed. Surveying is used for prioritizing within an environment of limited resources. It is done in many cases as a first step to identify "actual" data from users before change is proposed. Surveys are often performed to examine alternative processes to adopting changes in order to recognize differences among business practices. Such surveys accelerate the process of change adoption. Surveys are also done in meeting sessions as well as in writing. Surveying diverse groups on similar topics is an area where SITC has built a particular expertise.
