Systems and Software Consortium

Providing technology for process improvement and life cycle development methods and tools that result in higher quality software systems with increased probability of program success.

Federal customers of the Systems and Software Consortium (the Consortium) can take advantage of an extensive series of commercial software engineering consulting services and training courses ideally suited for systematic process improvement efforts, as illustrated in Figure 1, and immediate application on mission-critical programs, as illustrated in Figure 2. The Consortium provides a wide range of commercial consulting services for support in designing, developing, maintaining, or porting software-intensive systems whose performance is critical to organizational goals.

The Consortium is a member-based organization that develops commercial information technologies and transfers these technologies through consulting services and training. Members include leading companies in defense/aerospace, telecommunications, and financial services. Affiliate members include more than two-dozen organizations of the Federal Government representing defense and the civilian departments. Through the GSA Schedule Price List, the Consortium offers its world-class software engineering consulting services and training to non-affiliate Government customers at very attractive prices.

The Consortium program offers value to a variety of personnel in member and customer organizations. Depending on the Consortium technology, the target users of training courses, or software engineering consulting services can include process group members, systems and software engineers, and project teams engaged in internal process improvement or system development efforts. Consortium commercial offerings also benefit program and project managers who are seeking uniquely qualified assistance on key programs.

The Consortium program helps customers to integrate key systems and software technologies into the development life cycle through a systematic approach to process improvement and technology transfer.

The principal advantage of using the Consortium is that the Consortium’s program is uniquely focused on reducing to practice a suite of advanced technologies that have been developed in response to the stated needs of Consortium members and customers over the last 10 years. The Consortium is pleased to offer these same commercial software engineering consulting services and training to Federal Government customers.

If enhancing the quality, performance, or cycle time of systems development efforts is an important consideration, the targeted expertise offered through partnership with the Consortium represents a more effective approach than that offered by other third-party consultants. In short, use of Consortium products and expertise can help Government customers build better programs, more quickly—while further leveraging investments in technology deployment.
